DENR-EMB XII gears up better Solid Waste Management Program

KORONADAL CITY - The Department of Environment and Natural Resources Region (DENR) XII and the Environmental Management Bureau (EMB) is stepping up its effort to attain better Solid Waste Management (SWM) program in the region.

As a takeoff, 12 permanent and technical personnel from EMB were deployed to different DENR XII field offices as Provincial Environmental Management Officer (PEMO) and Community Environmental Management Officer (CEMO).

In addition, there were also 12 Environmental Management Officers (ENMOs) who are in service contract status, having a total of 24 employees from EMB.

Assistant Secretary for Field Operations in Western Mindanao Jim O Sampulna appreciated the gesture of EMB XII Regional Director Alex Jimenez for designating permanent EMB personnel at DENR XII field offices.

“RD Jimenez deserves to be recognized in sending his permanent personnel in the field and mostly occupying higher positions,” Asec Sampulna said.

Further, RD Jimenez had seen the need to capacitate PEMOs and CEMOs including 12 ENMOs with focal persons on Solid Waste Management in CENROs and PENROs.

“The implementation of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 remains a continuing challenge to the DENR being faced with enormous problems on waste management in different local government units,” said RD Jimenez.

“Recently, we conducted a 3-day Familiarization Workshop on SWM Protocols cum Field visit to Sanitary Land Fill (SLF) and to the Central Material Recovery Facility (CMRF) to enhance the expertise of the PEMOs, CEMOs, ENMOs and SWM focal persons on the implementation of the provisions stipulated in RA 9003,” added RD Jimenez.

“We wanted to ascertain the sustainability of our technical assistance to DENR field offices on solid waste management that is greatly needed by the local government units (LGUs) and other stakeholders within their areas of jurisdiction”, RD Jimenez said.

Regional Executive Director Nilo B. Tamoria underscored the important role of PENROs, CENROs and ENMOs in the integration of responsibilities in the enforcement of proper solid waste management.

“We are looking forward on the positive result of the integration program of Secretary Roy A Cimatu pursuant to Department Administrative Order 2018-18 “Establishing a Centralized Management and Coordinative Mechanisms at the Regional Offices of DENR, MGB and EMB,” Tamoria said.

“This integration is bringing our mandate closer to the LGUs and stakeholders on DENR priority programs such as Clean Water, Clean Air and Solid Waste Management. The presence of technical personnel from EMB could guarantee prompt action on environmental concerns,” Tamoria added.

Better solid waste management program could lead to a cleaner and healthier environment in accordance with subsector outcomes, the sustainable development and improved environmental quality
