COTABATO CITY - Customs Deputy Commissioner Art Lachica was killed in an ambush along Españaboulevard in Manila early Thursday night, radio and TV reports said tonight.Lachica, in charge of Customs internal administration group, was rushed to United Nations Medical Center but was pronounced dead on arrival.He was inside his black sedan car with his driver and a bodyguard when shot by two men riding tandem on motorbike at 6:50 p.m., according toManila Police District (MPD) Supt. Aquino Olivar, head of the Sampaloc police station.Lachica, former Civil Service Commission in the Autonomous Region in Muslim Mindanao (CSC-ARMM),was shot while his car was waiting for the traffic light to turn green.His unidentified driver and body guard survived the ambush. The trio was heading for home from a conference at the BoC headquarters in Manila. According to Olivar, Lachica was at the back seat while the bodyguard was beside the driver. Lachica was a holdover official from the previous administration having been appointed to this post under the administration of former Customs chief John Sevilla in 2014.Prior to his appointment, Lachica was deputy executive director of the Career Executive Service Board. He was a lawyer and Certified Public Accountant by profession.Before his CESB appointment, Lachica spent six years at CSC, rose from the rank and became CSC-ARMM regional director.He taught at the Notre Dame University College of Law while at CSC.
