GENERAL SANTOS CITY --- The judiciary is now prosecuting a serial killer charged with 13 murder cases he allegedly perpetrated here in the past 23 months.Senior Superintendent Raul Supiter, city police director, said Monday John Eleser Alisna Cavan was arrested in Digos City on May 29 after a drawn-out surveillance by their intelligence agents.Cavan has allegedly killed 13 people in a spate of attacks in different barangays here that started in late 2016.He went missing after he shot dead his 13 victim, Glen Alicarte on last March 20, 2018.Cavan was cornered on May 29 by personnel of the General Santos City police at the premises of the Hall of Justice in Digos City, 75 kilometers away from here.Cavan was to attend a hearing in the Digos City Hall of Justice where he is facing an illegal firearm possession case when he was cornered by agents led by Chief Inspector Bryan O’Neil Salvacion and showed him warrants for his arrest issued by different courts here.Supiter said Cavan, sensing that he had been surrounded by agents led by Salvacion of the Police Station 6 here, yielded peacefully and voluntarily had his hands cuffed.
