GEN. SANTOS CITY – A police officer
assigned in the Autonomous Region in Muslim Mindanao (ARMM) who went on Absence
Without Official Leave (AWOL) and in President Duterte’s drug watch list
voluntarily surrendered to police in Sultan Kudarat province.

Supt. Aldrin Gonzales, chief
information officer of PRO-12, identified the officer as Jaiton Kulat Camsa,
allegedly leader of Top Gun Drug Group operating in Sultan Kudarat and
Maguindanao.

Gonzales said Camsa was presented during
a news conference on Tuesday at the Sultan Kudarat provincial jail in Isulan
town where he is currently detained.

Camsa had three standing warrant of
arrest for violation of the provision of Section 16, Art. 11 of RA 9165 with no
bail recommended violation of Section 12, Art. 11, of RA 9165 with P40,000
bail recommended and Violation of RA 10591 for illegal possession of firearms
with P120,000 bail recommended.

Gonzales said Camsa was on the
target list of President Duterte and a High Value Target (HVT) of Philippine
Drug Enforcement Agency (PDEA).

He has contacts with drug groups
operating in the nearby region like ARMM where he got his supply and had
victimized people in Region 12 especially in the province of Sultan Kudarat,
that is why his surrender is a big help to reduce problems on illegal drugs, Sultan
Kudarat Gov. Sultan Pax Mangudadatu said.

Police and military authorities
have been appealing to drug personalities to surrender or face the consequence
like those who resisted arrest during anti-drug operations.

For those who do not surrender yet,
you surrender now, our participation on drug war is to continuously help the
PNP through operating in far flung areas especially in mountainous places
wherein we are giving pressure for those law breakers and in carrying out the
marching orders of President Duterte, Army Brig. Gen. Bismarck Soliba,
commander of 1st Mechanized Brigade, said.

Gonzales said PRO-12 is now
conducting follow-up operations against Camsa’s associates, drug dealers, and
runners.

Brig. Gen. Soliba also offered to
provide additional Army personnel to augment jail management officials at the
provincial jail.

Mangudadatu said Camsa has revealed
the identities of his associates and are the subject of manhunt now.

He urged the police, led by PRO-12
Regional Director Marcelo Morales and Gen. Soliba to plan conscientiously the
capture of other drug lords in Sultan Kudarat.

In Sultan Kudarat, about 5,483
persons engaged in illegal drug trade either as runners, pushers, peddlers,
users and big time dealers, have surfaced and voluntarily signified their
intention to reform since 2016.

Livelihood Program

Mangudadatu said the provincial
government is offering livelihood program for drug personalities to make them
productive citizens.

We are conducting livelihood
program in every municipalities including Tacurong City to help drug surrenderees
and for them to benefit from the program, he said.
