DILG orders turn-over of Cotabato City, 63 Barangays to BARMM
COTABATO CITY – Pursuant to the RA 11054 popularly known as Bangsamoro Organic Law, Secretary Eduardo Año of the Department of Interior and Local Government (DILG) ordered to prepare the necessities on the turn-over of Cotabato City and the 63 Barangays of North Cotabato to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as well as the institutional arrangement for national DILG programs being implemented in the Region 9, 10, and 12.
The directive order came during the official visit of the BARMM officials headed by the Interim Chief Minister Ahod “Murad” Ebrahim after the presentation made by Minister of Interior and Local Government Atty. Naguib Sinarimbo on the works being done by the MILG in the BARMM.
Minister Sinarimbo highlights the significant accomplishments of the MILG as of June 30 among them are the Transparecy and Accountability Measures including the launching of the Bangsamoro Transparency Portal by the Chief Minister, Orientation Cum Training for the newly elected Local Chief Executives with innovation on not only Good Governance but Moral Governance.
In pursuant to Moral Governance, Secretary Año was elated to learn the innovations reflective of the cultures and traditions of the Bangsamoro being introduced by the MILG which included among others the swearing in before Allah of the newly elected officials.
“This covenant before Allah is a very powerful means of fighting corruption,” Año lauded.
Secretary Año promised to continue his support to the Bangsamoro government and the MILG in particular ever mindful of the autonomy granted it by the law including the powers and authority to regulate the affairs of BARMM constituent LGUs.
The Chief Minister delegation was composed of MILG Minister Atty. Naguib Sinarimbo, Minister of Finance, Budget and Management Eduard Guerra, Minister of Public Order and Safety Huessien Munoz, and Member of the Parliament Abdullah Macapaar aka Commander Bravo. The delegation was accompanied by OPAPP Secretary Carlito Galvez Jr.
POLICING
Chief Minister Ebrahim also discussed the Policing provision of the BOL with Secretary Año and the latter vowed to begin the process by issuing the appropriate National Police Commission (NaPolCom) guidelines in accordance with the BOL that includes waiver of certain requirements to accommodate the combatants of the MILF and the MNLF.
The DILG Secretary also said he will give preferable to the recommendation of the Chief Minister for the appointments of the Regional Directors for the PNP, Bureau of Fire and Protection, and Bureau of Jail Management and Penology in the BARMM.
Año also asked the Chief Minister delegation to support the campaign against illegal drugs and the fight against violent extremism in the BARMM.
MARAWI SIEGE
The national government official expressed his gratitude for the expression of support made by the Chief Minister and MILF leadership during the very start of Marawi siege.
Año recalled that immediately after their return from Moscow with the President, the first person whom they talk to was Chairman Murad Ebrahim and the leadership of the MILF in a meeting in Davao city.
The MILF offered its sincere support to the government in all means including the deployment of a BIAF sniper unit and other armaments to immediately address the crisis in Marawi City.
“The President greatly appreciated this gesture but he only asked for the deployment of MILF forces around the entry and exit of Lanao del Sur to prevent ISIS reinforcement,” the Official said.
The top official also admitted that after the expression of support made by the MILF leadership, the government already knew that half of the battle has been won.
